I'm a well read grad student who's bluntly honest about all things, although I try to be most honest about myself.
So... I will get to this panel but not for a bit. I want to explain why this ties into my theory about Lockjaw, so I have to explain Lockjaw first.
I'm not sure but I keep thinking Lockjaw could be part of the Inhuman royal family. I swear I read somewhere - in a synopsis, not a comic - that he was considered part of the royal family. For those who aren't familiar:

He is stated to be part of the Inhuman family in certain sources, but none that come directly from Marvel. He also is a mainstay of the Inhuman Royal Family, acting as their transport. (He also has been known to be particularly loyal to the Princess, Crystal, and her daughter Luna. So I wonder if there's some family tie from before his Terrigenesis - should my theory prove right.)
Eldrac is a door. Like literally: he went from organic to part of a building. (Although his powers, should he choose to allow you to use them, are to teleport you to where you're most needed, so he's not merely a door. There's another in All-New Inhumans who was turned into... basically a big ball of energy. They use that Inhuman as the heart, the engine, of a spaceship. They were hesitant to at first, but otherwise there is excess of energy that hurts... him I believe?) My point is people don't know what will happen to them in Terrigenesis. Supposedly Karnak doesn't go through it - possibly until Infinity/Inhumanity and a whole thing with Black Bolt being forced to spread the Terrigen Mist all around the world - because his parents were freaked out by Triton, who turned into a... fish guy. Which makes no sense: the parents know what weird things can happen and they're prepared for this, rigorously, since birth really and they're part of the royal family.
Although my Lockjaw theory makes more sense, right? If the Terrigen Mist could do that to someone from the royal family and then Triton and his changes. There's more: Lockjaw is originally described as a 'dumb animal', but this doesn't mean he didn't start out human. Triton, at some points, can't speak in a grammatically correct way. When Gorgon mocks him, Crystal stands up for Triton and says it's the Terrigen Mist that made him that way. So why couldn't it do more and turn Lockjaw into a dog - who thinks like a dog rather than like a human? Plus, in the run by Jenkins and Jae Lee, there's an issue from Lockjaw's POV. There's definitely some parts I would characterize as more canine like and some as more human.
But the true origins of Lockjaw remain a mystery. I think there's something awfully Shakespearian, even, in having a member of the royal family that they don't acknowledge as part of, and yet keep close - both for ease - they use his teleportation all the time - and because I would guess they care enough to make sure he's properly taken care of, too.
It's also true that they have the power to make someone disappear, so to speak. The Unspoken, what they did to Black Bolt in his new series: they have a thing where they just pretend someone didn't exist and erase him from the history books. If they can do that, I think that they'd certainly have the power to make sure that their citizens either didn't know Lockjaw was once part of the royal family or else use the brute force of their position to make them all act like, 'oh, he's just a dog.'
I think I'm so hung up on this because this would be so much more interesting, narratively speaking, than having him just be a canine.
Note, though, that the time either doesn't work or Lockjaw ages oddly. He's a puppy in Once and Future Kings, the series that takes place when Black Bolt, Medusa and Maximus are teens. Still, the Terrigen could have easily de-aged him into a puppy, and since the trio of royals have powers already, they could have a cousin of that same age who was already exposed to Terrigen Mist. (Black Bolt was experiemented on by his parents before he was born, so Medusa and Maximus would be the real tests. If they are royals, or part of the royal family, and have their powers, so would Lockjaw - if he's one of their cousins and of the same age, or older.)
The fact that Lockjaw's origin remains a mystery allows me to hold onto this theory. And I know it's just geeking out, but, yeah, so enjoying the reread of Inhuman #1 so far.
