Well, assuming that the army refuses to take care of the issue at hand, it's the beat cops who are left to fight the evil banging on their doors. When the super powers are being sold, though? The cops have a chance to even the odds.
Although when the super powers themselves may be driving people to evil... well, that may or may not be a good thing. Leo Winters wants to protect his family and city, true, but he also wants to avenge his partner, who was horribly injured fighting supervillans, at least one whom used to be a superhero. But when he gets tested for super power compatibility, passes, and takes it gratefully, well, he finds his job getting harder and harder. Especially since he's stalled at work, and on forced compassionate leave.
I didn't see a lot of this coming, and I was swept along as it happened. The characters take a second place to the story, but not by far. Looking forward to volume two.
